What we compared

What a UAE app has to handle from day one

Most consumer apps launched in the UAE need Arabic and English from the first release, which means a right-to-left layout that is designed, not mirrored at the end. Ask to see an Arabic build of an app the team already shipped: icons, number formats and mixed-direction text are where shortcuts show.

Sign-in and payment are the other two local pieces. UAE Pass, the national digital identity, is expected by many users of government-facing and regulated services, and card payments in the region often go through local acquirers or buy-now-pay-later providers such as Tabby and Tamara. A team that has integrated them before saves weeks.

What the listings say about rates and team size

We read 295 companies in the GoodFirms UAE listings for app development on 5 October 2026. The most common hourly band was $25 to $49 an hour (98 companies), and 62 quoted under $25 an hour. The usual team size was 10 to 49 people (140 companies).

Those bands translate into budgets only once the scope is fixed. At $25 to $49 an hour, a first version that takes 1,200 hours of design, development and testing costs between $30,000 and $59,000; the same scope billed at $50 to $99 an hour costs between $60,000 and $119,000. Ask each company for its hour estimate, not only a total.

Native, Flutter or React Native for a UAE launch

Flutter and React Native let one team ship iOS and Android from a single codebase, and both handle Arabic layouts well when the design accounts for them. Native Swift and Kotlin still make sense for apps that lean on hardware, heavy animation or the newest platform features on release day.

The deciding question is who maintains the app in year two. A cross-platform app maintained by one small team is usually cheaper than two native apps maintained by two teams, as long as the company you hire keeps the code in your own repositories.

Frequently asked questions

How much does it cost to build an app in Dubai?

It depends on the hours, and the hourly bands in the listings run from under $25 to over $100. A first version of a typical consumer app often needs 800 to 1,500 hours across design, development and testing; multiply by the rate each company quotes.

Do I need a company with an office in Dubai?

Not for the code. An office helps for workshops and for signing contracts under UAE law. Digital Unicorn, first on this list, works remotely from Paris, two to three hours behind Dubai.

How long does a first app version take?

Three to six months is common for a first public version with a back end, sign-in and payments. Apps that need regulatory approval, such as health or finance apps, take longer.

Should the app be in Arabic and English?

For a consumer audience in the UAE, usually yes. Plan right-to-left screens in the design phase; adding them after launch costs more than doing both together.

Who owns the source code?

You should, from the first commit. Write it into the contract and keep the repositories and the store accounts in your company name.

How do I contact Digital Unicorn?

Email contact@digitalunicorn.fr or call +33 6 32 64 24 80. The team usually replies within 30 minutes on business days, and calling or emailing them directly is free.
