The AED 420,000 in the title is not a rounded number. It is five months of a full-time CTO’s salary, a relocation allowance, a visa and medical package for a family of four, a signing bonus, and the recruiter’s fee, all spent by a Dubai proptech client of ours in 2025 on a hire who resigned in month five to join a larger company. In those five months the company needed perhaps twelve days of genuine CTO-level work: an architecture decision about a mapping platform, a hiring plan, two investor diligence sessions and a security review for an enterprise customer. Everything else was engineering management that a good lead could have done. The company now has a fractional CTO two days a week, a full-time engineering manager, and a lower burn. Why Fractional Is the Default for Most Dubai Startups Under Series A
Dubai’s startup market is unusual in two ways that make part-time technical leadership work better here than in many places. First, the talent pool of people who have already been a CTO or head of engineering is deep for the size of the ecosystem, because the city imports senior people who then exit, wind down or step back, and many of them stay. Second, the UAE’s 2022 labour reforms explicitly recognise part-time, flexible, remote and job-sharing work and introduced a self-employment permit, so a senior engineer can legally sell two days a week to three companies without any of them sponsoring a visa. The mistake is not hiring a fractional CTO; it is hiring one to do an engineering manager’s job, or hiring a full-time CTO to do a fractional one’s. Step 1 exists to stop both.
Step 1: Decide Whether the Gap Is Leadership or Management
Write down the last ten technical decisions that hurt, or that nobody made. Sort them into two columns. In the first: choices that were expensive to get wrong and came up rarely — which cloud, monolith or services, buy or build the payments layer, what the first three engineering hires should be, what to tell the enterprise customer’s security team, what to say to the Series A lead’s technical diligence. In the second: things that went wrong every week — sprints that slipped, a developer who needed a hard conversation, a release process nobody owned, on-call that did not exist.
If the first column is longer, you need a fractional CTO. If the second is longer, you need an engineering manager, and a fractional CTO on top of one only if the first column is also non-empty. If both columns are short, you need a senior engineer with a lead title and this article can wait six months.

Step 2: Scope the Engagement Into Days and a 90-Day Charter
Fractional engagements fail on ambiguity, not on competence. Fix three things in writing before you approach anyone:
- Days per week, and which days. One or two for a company under eight engineers; two or three during a re-platforming or a hiring push. Name the days so the team knows when the CTO is in the room.
- The meetings they own. Typically an architecture review, the hiring pipeline review, and one slot with the founders. Not the stand-up, not the retro.
- Three to five outcomes for the first ninety days, each with a deliverable a non-technical founder can inspect: a written architecture decision with the options rejected, a twelve-month hiring plan with salary bands, a security posture summary for the next enterprise deal, a build-versus-buy memo on the component that is eating the roadmap.

Step 3: Choose the Legal Wrapper That Works in the UAE
There are four ways to engage a fractional CTO compliantly, and the right one depends on where the person lives and how many days you want:

Step 4: Source From the Three Pools Where Fractional CTOs Actually Are
Fractional CTOs rarely apply to job posts, because the good ones are already engaged. In Dubai they sit in three places:
- Former founders after an exit, an acqui-hire or a wind-down. They know what a seed company needs and they are allergic to over-engineering. Find them through the investors and accelerators that backed them — ask your own investors for two names each.
- Former heads of engineering at regional scale-ups who went independent after a restructuring. The 2025 and 2026 layoff cycles put a real number of these people on the market; most prefer a portfolio of two or three clients to another full-time role.
- Senior engineers and architects at DIFC, ADGM and Hub71 companies who already advise on the side under their own permit. They are the most expensive per day and the most current on what enterprise diligence teams in the region actually ask.

A fractional CTO interview is not a coding test and not a chat about vision. It is a paid working session. Give the two or three finalists read access to your repository and infrastructure under an NDA, plus the Step 2 charter, and ask each for the same three things inside a week:
- A one-page read-out of the top three technical risks, ranked, with what they would do about each and what it would cost.
- A hiring plan for your next two engineering roles: titles, seniority, salary band in AED, and the order.
- A 30-60-90 for themselves against your charter, with what they will need from you.
Then spend ninety minutes with each candidate on the read-out, with your most senior engineer in the room. You are listening for three things: whether they found the risk your engineer already knows about, whether they explain trade-offs in terms your commercial co-founder can follow, and whether they pushed back on anything in the charter. Pay for the session at the candidate’s day rate whether or not you proceed — it is the cheapest diligence you will ever buy, and the good candidates will not do it unpaid.
Step 6: Price the Retainer in AED and Compare It Honestly
Fractional CTOs price by the day, and Dubai day rates in the engagements we have placed or advised on this year have run from roughly AED 3,500 for a strong former head of engineering to AED 6,500 for a former founder with a relevant exit. Two days a week is therefore about AED 28,000 to AED 55,000 a month, invoiced monthly, usually with thirty days’ notice each way. Compare that with what a full-time CTO of comparable experience costs once you add the visa, insurance for the family, the end-of-service accrual, a recruiter’s fee and the equity you will not get back if they leave — and with the fourth bar in the chart above, which is what happens when they do.
- Do not negotiate the day rate; negotiate the days. A CTO who accepts a 30% cut on rate will give you 30% less attention. Buy fewer days from a better person.
- Equity is optional and small. A fractional CTO is not a co-founder; 0.1% to 0.5% over a two-year vest, with a cliff, is the range we see for engagements expected to last a year or more. Many prefer none.
- Pay in AED, on time, by the tenth. Senior independents in Dubai leave clients over late invoices faster than over anything else, because they can.
Step 7: Design the Exit and the Handover From the First Week
A fractional CTO engagement that goes well ends in one of two ways: the company hires a full-time CTO the fractional one helped choose, or the engineering manager grows into the role and the fractional CTO drops to a day a month as an adviser. Both are fine. What is not fine is a company whose architecture lives in one part-time person’s head. From week one:
- Keep a decision log in the repository: every architecture choice, the options considered, why they were rejected, dated and signed. This is also what enterprise diligence teams ask for.
- Write the IP assignment, confidentiality and non-solicitation terms into the engagement letter, not into a document you mean to send later.
- Give the CTO a stake in hiring their successor. The best fractional CTOs measure themselves by how well the company runs without them; make that explicit in the charter.
- Plan the day-90 review as a re-scope, not a renewal. Reducing days after ninety days usually means the job is done.
